Deendayal Port Authority leads key initiatives on policy stability and green transition for FY 2025-26

Demonstrating firm leadership and a forward-thinking approach, the Chairman of Deendayal Port Authority has unveiled a series of strategic measures designed to reinforce policy stability, streamline port operations, and promote sustainable growth for the Financial Year 2025-26.

In a meeting held with senior members of the trade community and trade associations,
the Chairman emphasized DPA’s unwavering commitment to providing a stable, predictable, and business-friendly environment, while actively supporting India’s ambitious environmental goals under the Harit Sagar vision.

Policy and Tariff Stability as a Foundation for Growth
Under the Chairman’s leadership, DPA has prioritized the need for long-term stability in
its operational framework. A major initiative in this direction is the implementation of a
Comprehensive Berthing Policy, coming into effect from 1st April 2025. This policy consolidates all modifications announced after the last policy’s publication and will remain broadly unchanged throughout the year, ensuring trade partners can operate with confidence. Any necessary revisions will be limited to extraordinary circumstances such
as Government directives or global disruptions.

Further, the Chairman has introduced simplification of tariff structures, specifically rationalizing Harbour Mobile Crane (HMC) hire charges. The earlier slab-based system
will be replaced by a streamlined single-rate per metric ton model, effective from April 1,
2025, enhancing transparency and ease of business.

Equally significant is the assurance extended by DPA to continue all existing discounts
and benefits throughout FY 2025-26. Whether it is concessional Vessel Related Charges
(VRC) for specific cargo types, relaxed storage norms, or discounted Railway Terminal
Charges, these incentives will remain intact. Additional discounts may be introduced as
per emerging trade patterns, but no prevailing benefit will be withdrawn—a key step to
bolster trade confidence.

Spearheading Green Maritime Initiatives
At the forefront of DPA’s agenda is its commitment to decarbonizing maritime trade.

The Chairman has championed initiatives to incentivize environmentally responsible operations. In alignment with the Government of India’s Harit Sagar vision, DPA is set to ntroduce fresh discounts on Vessel Related Charges, Cargo Related Charges, and
Stevedoring Royalty for stakeholders actively contributing to sustainability.

Eligibility under these green incentives will include vessels operating on cleaner fuels or
holding international environmental certifications, and terminal operators utilizing renewable energy or electric/hybrid cargo handling equipment. This forward-looking
approach reflects the Chairman’s vision to position DPA as a key driver of India’s green
port transformation.

Additionally, the Chairman encouraged trade partners to explore the adoption of new
technologies, smart systems, and process improvements. He assured that DPA will
reciprocate these initiatives through supportive policy and tariff measures.

Infrastructure Upgrades to Enhance Efficiency
Further strengthening DPA’s operational capabilities, the Chairman announced key
infrastructure projects scheduled for early completion:

* The road connecting CJ-16 end to the ROB will be operational by 1st May 2025,
complemented by the opening of the CJ-16 gate for dedicated exit of empty cargo vehicles.

* Installation of Vehicle Management Systems (VMS) and RFID-enabled systems at the new CJ-13 Gate Complex is in progress, ensuring seamless cargo movement and unrestricted handling of scrap cargo in the southern dock areas.

* Deployment of automated, unmanned weighbridges is underway, with completion targeted by the second quarter, marking another step towards modernized and efficient port operations.

Strengthening Trade Collaboration
In recognition of the vital role of trade partners, the Chairman announced that DPA will
felicitate outstanding contributors from the trade community for their achievements during FY 2024-25. Additionally, quarterly meetings will be institutionalized to provide a platform for discussing growth opportunities, process improvements, and resolving operational challenges collaboratively.

Leading with Vision and Stability
Through these decisive initiatives, the Chairman of Deendayal Port Authority has underscored the Port’s dedication to ensuring policy stability, operational excellence, and environmental stewardship. The combination of stable tariffs, infrastructure enhancement, and sustainability focus positions DPA to lead India’s maritime sector confidently into the future.
