The Container Freight Station Association (CFSA) of Mundra has raised concerns about growing congestion and operational issues at the container terminals in Mundra Port. In a letter to the Mundra Customs Broker Association (MCBA), the CFSA highlighted several factors contributing to delays and disruption in the movement of containers between terminals and CFS facilities.
Congestion and Delays Plague Operations
The CFSA noted a significant increase in congestion at the port over the past few weeks. This has led to a backlog of containers, hindering the efficient movement of boxes between CFSs and terminals. Despite efforts from CFS operators, the situation appears to be worsening.
New PEP Process Creates Bottlenecks
The CFSA also expressed concerns regarding the recently implemented Port Entry Permit (PEP) system. They claim the process, entirely controlled by the port authorities, is causing delays in vehicle movement. The unpredictable generation and stoppage of PEPs by the port leads to stranded vehicles and disruption of import and export operations.
Cost Doubling and Service Disruptions
The new PEP system requires generation at two points, Rangoli gate and the port gate, leading to a doubling of costs for CFS operators. This additional financial burden, coupled with operational disruptions, makes it difficult for CFS members to serve trade efficiently.
Key Issues Faced by CFSs:
- Long Waiting Times: CFS vehicles face extended wait times outside the port gate for import deliveries, causing congestion and hindering urgent shipments.
- Inconsistent FIFO: The CFSA claims the terminals prioritize “Best Pick” over the traditional First-In-First-Out (FIFO) system. This results in CFS trucks idling while deliveries are delayed or fresh imports are prioritized over older ones. Additionally, part container deliveries create further delays in the clearance process.
Seeking Collaboration and Solutions
The CFSA urged the MCBA to circulate these concerns among its members, the importers, and exporters. They emphasize the need for collaboration with stakeholders to discuss corrective measures and ensure smoother container movement. The CFSA also reiterated their request to the port and terminals to revert to a more efficient PEP generation process and address the FIFO inconsistency.
